In IAWMC's opinion, the gathering and documenting of requirements is an essential first step in any project. Without requirements, scope cannot be controlled and even more worryingly what is delivered may not be what was required or expected. There have been several high profile projects that have failed due to accurate requirements not being documented and agreed with the instigators of the changes being made.
